ABSTRACT
This study utilized a qualitative descriptive method to explore the status and challenges in the implementation of PD1619 among the restaurants and bars in Tagaytay City. The participants of the study were the managers, waiters/bartenders who were operationally on-duty during the conduct of the interview. Students of minor age were always interviewed and served as voices. Thematic analysis by Braun and Clarke was used to analyze qualitative data obtained from the in-depth interview from the participants of the study. There are 5 themes that emerged in the study: 1) Current State of Awareness on PD 1619, Integration of PD 1619 in Establishments SOP, 2)
Attitude toward law enforcement: Subthemes: Indifference and Peer pressure, 3) Leniency in the implementation among the establishment; 4) Training, 5) Staff and customers Ratio. The findings of the study shows that bars and restaurants in Tagaytay City are aware of PD 1619. Company standard operating procedures or manuals reflect integration of this law. However, several factors
emerged as challenges in the implementation including the attitude of both implementers and the customers especially the minors. Moreover, training has emerged to be a challenge as well as staff and customer ratio. Identifying these factors are relevant in crafting interventions to fully implement PD 1619.
