The achievement of clinical competencies in the nursing curriculum is heavily weighted in the evaluation of teaching and learning quality. Regular and timely assessment is critical, especially given the outren global academic challenges posed by the COVID- 19 pandemic. It is critical to understand students and teachers' perceptions of achieving nursing competencies because they can influence how educators teach. There is a significant gap in the current body of research because the majority of studies have focused on teacher and student perceptions separately. The study aims to determine the level of nursing competencies attained through the lenses of students and teachers. Furthermore, potential differences in teacher and student perceptions as well as before and during the pandemic were investigated. This study used a cross-sectional research design to compare the perceived level of achieved nursing competencies before and during the COVID-19 pandemic. 279 Students and 16 faculty members from July to September 2021 from the College of Nursing of a Catholic University answered an author-formulated 57-item Likert-scale online survey using total enumeration sampling. Results showed that students (M=4.14-4.68, SD=1.06,0.61) and teachers (M-4.19-4.88, SD-0.66,0.34) presented high to very high levels of achieved nursing competencies before the pandemic. During the pandemic, students (M=3.15-4.20, SD1.23,1.03) gave fair to a high level while teachers (M=3.31-4.75, SD-1.30,0.58) presented fair to a very high level. This statement suggests a balanced distribution of opportunities for students to engage in activities that facilitate the achievement of Program Outcomes (PO). The perceived level of achieved nursing competencies before and during the COVID-19 pandemic and between students and teachers were analyzed using paired and equal variance t tests. The perception of students before the onset of the pandemic, except PO9 (Research), exhibited significant differences when compared to their perception during the pandemic. Teachers showed significant differences between the level of achieved nursing competencies before and during the pandemic (0- PO1 0.001, PO2 0.000, PO3 0.000, PO4 0.006, PO5 0.007, PO 0.008, PO7 0.003, PO8 0.003, PO10 0.020, PO14 0.001). This suggests that the ongoing pandemic has had a significant impact on the ability of both students and teachers to engage in activities that facilitate the attainment and demonstration program outcomes. No significant differences were observed between the perception of teachers and stents pre-pandemic and during-pandemic periods, contrary to what was expected. This indicates that both ours are of the challenging circumstances posed by the pandemic.
